Requirements and obstacles to implementing Electronic Management in Libyan educational institutions

A field study on a sample of employees from the Al-Bayda Education Monitoring Office

Abstract

This study aimed to know what requirements should be available for the application of e-management, and what are the obstacles that may limit its application from the point of view of employees in monitoring Al-Bayda education in the Green Mountain. The number of members of the study community was (300) employees. To achieve the objectives of this study, the descriptive analytical method was used in the processing of data obtained from a questionnaire that was distributed on a random sample consisting of (169) employees

The Statistical Assertive Program for Social Sciences (SPSSS) was also used, where percentages, arithmetic averages, standard deviations, and correlation coefficients between the dimensions of the study were used. The study reached conclusions that confirm that the application of e-management does not depend only on the technical structure, but also requires the provision of integrated support that includes human resources, financing, the organizational environment and security protection, while addressing institutional and technical obstacles to ensure sustainable digital transformation
