Abstract

The WHO is a key UN agency, established in 1948, whose mandate is rooted in the fundamental right to health and the International Health Regulations (2005). The Organization acts as a coordinating authority during crises, especially in asymmetrical unconventional warfare that targets critical infrastructure. In the Sudan conflict, WHO's interventions faced significant challenges, including attacks on health facilities and inadequate funding, hindering its vital response to epidemics.
